Part C - Plans for Demonstration, Exploitation, Implementation and expected achievements

C.1 What is the likely thrust and direction of your exploitation plan?

The Exploitation Plan for ECOSIM is based on the following steps as described in the Project Programme:

The first activity is for an exploitation plan to be prepared (Deliverable D09.01, due: PM 24). This should cover commercial exploitation from the perspective of supplier organisations within the consortium and similar exploitation from the user perspective.

Supply-side exploitation: This should identify the market segment(s) where exploitation is to be directed and the mechanisms by which this market will be penetrated. This will be linked to project phases.

Demand-side exploitation: Within their specification of requirements, user organisations should be able to identify key capabilities, results and associated environmental impacts and costs savings that the ECOSIM system should be able to provide in order for them to justify its continued use and sponsoring of further development. Quantitative data will be provided where possible (eg ECOSIM platform and software costs).

These factors will be integrated into a coherent plan which should serve the needs of all project participants. The plan will be up-dated after the first year and on conclusion of the project. The results of exploitation activities will be presented with overall project reports.

C.2 Do you foresee moving to an implementation phase of the project, perhaps in some other EU action?

As part of the on-site Validation activities in the three cities Athens, Berlin, and Gdansk, the Demonstrator will be in day-to-day operation at representative end user institutions. Based on the results of Validation and Evaluation, this may be extended into a regular implementation phase

C.3 Development and/or enhancement of services.

Based on the results of the Validation Phase and the subsequent Evaluation phase, a detailed plan for further development and extensions of services based on the ECOSIM Demonstrator will be prepared.

C.4 Impact of work, including world leadership, catch-up and know-how.

ECOSIM innovative structure and implementation clearly demonstrates world leadership in its specific niche (integrated environmental management information systems that include MEMO, DYMOS, REGOZON and POM) rather than an attempt at catchup. The know-how developed in the project should easily be transferable to similar systems in related domains.

C.5 Future plans, commercial and market possibilities, and exploitation of results.

C.5. 1 Re-assessment of the market potential and of the markets to be addressed in the exploitation phase.

The market potential for ECOSIM and derived products and services is currently being explored, in a first step, by eliciting reactions to the distribution of the project leaflet to 360 potential clients across Europe.

C.5.2 Commitment and ability of the participants to operate in the market areas involved.

The project participants, and in particular the SMEs involved, are clearly committed to operate in this market, since they already do so.

Commitment and ability of the participants to assure the transfer of the results into practical and effective use.

See above.

C.5.3 Efforts so far undertaken and to be undertaken in the future to assure transition to a successful exploitation phase.

Based on a successful Demonstrator, further spin-off projects will be sought to continue the development toward a commercial system and related services.

Other Comments

It is surprising for the naive observer that the amount of paper that is required to be produced (and in numerous copies again and again) by the Telematics Programme by far exceeds the amount of electronic results, whereas on-line information and electronic formats (is this not what telematics is all about ?) are not considered as results.
