Part B - Future project plans

B.1 According to the time table and work schedule of ECOSIM as defined in the Revised Project Programme, the project will continue until end of June 1998 with the

  • continuation of Project Phase 2c, Validation;
  • continuation of Project Phase 3, Exploitation Planning;
  • continuation of WP 10, Evaluation.

In view of the administrative and financial problems due to the contract amendment procedure (reimbursement payments for the first half of 1996, and the period July 1996 to June 1997 are still outstanding, and the considerable delay in starting the Polish participation under the parallel INCO contract (still not countersigned by the Commission as of to date, the Polish partners have not yet received their advance payment against a nominal project commencement date of January 1997), the project will seek, without any budgetary implication, an extension of its duration for a period of three to six months, in particular to enable the Polish case study for Gdansk to proceed together with the ongoing validation for Berlin and Athens.

B.1. 1 Summary

The main tasks and work packages for 1998 are the continuation of the Project Validation Phase (Project Phase 2c), with the on-site validation in Berlin, Athens, and Gdansk, the exploitation planning, and the final evaluation phase.

Basis for the validation phase will be the ECOSIM Demonstrator Release R0.4, to be distributed by December 1997 to the end user and respective user support partners for local installation.

Validation: Berlin

Objective:
To validate the operation of the ECOSIM demonstrator within the scenario B1 defined for its use at the Berlin validation site.

Initial activity will cover the detailed definition, at a technical level, of the existing environmental monitoring/modeling infrastructure at the validation site. This will clarify what is feasible using existing elements before detailed objectives and plans are defined for the validation activity. This will be based on the scenario B1 defined for Berlin and the existing networks and databases identified in the Integration plan. This WP will also include some development of site-specific elements of the demonstrator. For these reasons, validation activity can commence prior to completion of WP5 (building the Demonstrator).

The validation activity will comprise two elements: verification and demonstration. The verification process will seek to confirm that the demonstrator implements the specified user requirements. The demonstration activity will allow urban authorities to use, and be trained on, the demonstrator. This will facilitate feedback on the validity of the agreed requirements, their method of implementation, new requirements and the general acceptability of the system for operational use. It will also provide opportunities for publicizing the demonstrator.

Before verification can commence, the main ECOSIM core functionality implemented in WP05 must be augmented by site-specific components. This will include facilities for up-loading of existing data-sets and interfaces to existing environmental monitoring and modeling networks as defined in In the Systems Integration Plan (Deliverable D05.01.)

A specification will be prepared in consultation with the local users to define the detailed criteria for success of the verification activity. This will include comparison of ECOSIM results with those derived independently wherever possible. Tests will then be conducted against these criteria. During the demonstration phase, it is intended to operate ECOSIM for a period of ~3 months at the validation site during which time, local users will be training and assisted in its operation. Feedback will also be derived from ECOSIM functionality, facilities etc. A series of demonstrations will also be provided to interested parties at the discretion of the hosts.

The demonstration activity is itself a deliverable. A short report will also be prepared on the validation activity summarizing results achieved, lessons learned etc.

Validation: Athens

Objectives:
GTo validate the operation of the ECOSIM demonstrator within the scenario(s) defined for its use at the Athens validation site.

Initial activity will cover the detailed definition, at a technical level, of the existing environmental monitoring/modeling infrastructure at the validation site. This will clarify what is feasible using existing elements before detailed objectives and plans are defined for the validation activity. This will be based on the scenarios A1-A3 defined for Athens and the existing networks and databases identified in section 1.2. However, the activities corresponding to scenario A3 will be more limited and will depend on the initial feasibility work. This WP will also include some development of site-specific elements of the demonstrator. The initial planning and site-specific development work required mean that validation activity can commence prior to completion of WP5 (building the demonstrator).

The validation activity will comprise two elements: verification and demonstration. The verification process will seek to confirm that the demonstrator implements the specified user requirements. The demonstration activity will allow urban authorities to use, and be trained on, the demonstrator. This will facilitate feedback on the validity of the agreed requirements, their method of implementation, new requirements and the general acceptability of the system for operational use. It will also provide opportunities for publicizing the demonstrator.

Validation: Gdansk

Objectives:
GTo validate the operation of the ECOSIM demonstrator within the scenario(s) defined for its use at the Gdansk validation site.

The validation activity will comprise two elements: verification and demonstration. The verification process will seek to confirm that the demonstrator implements the specified user requirements. The demonstration activity will allow urban authorities to use, and be trained on, the demonstrator. This will facilitate feedback on the validity of the agreed requirements, their method of implementation, new requirements and the general acceptability of the system for operational use. It will also provide opportunities for publicizing the demonstrator.

At the Gdansk validation site, the level of existing monitoring networks and environmental modeling activities is very low. The purpose of validation here is therefore two-fold: (i) to verify and demonstrate ECOSIM's use on very limited environmental datasets, and (ii) to demonstrate how ECOSIM can be used to develop new or improved monitoring networks and modeling activities.

Before verification can commence, site surveys must be conducted to clarify the exact status of existing databases and networks etc and the main ECOSIM core functionality implemented in WP05 must be augmented by site-specific components. (For these reasons, this WP can commence prior to the conclusion of WP05). A specification will be prepared in consultation with the local users to define the detailed criteria for success of the verification activity. This will include comparison of ECOSIM results with those derived independently wherever possible. Tests will then be conducted against these criteria. The verification activities will be those consistent with scenarios G1-G3.

Exploitation Planning

Objectives:
To maximize the return on the investment made by project partners and the EC.

The first activity is for the Draft exploitation plan (prepared during the first project year by Smith Systems Engineering) to be updated.

This update should cover commercial exploitation from the perspective of supplier organizations within the consortium and similar exploitation from the user perspective.

Supply-side exploitation: This should identify the market segment(s) where exploitation is to be directed and the mechanisms by which this market will be penetrated. This will be linked to project phases.

Demand-side exploitation: Within their specification of requirements, user organizations should be able to identify key capabilities, results and associated environmental impacts and costs savings that the ECOSIM system should be able to provide in order for them to justify its continued use and sponsoring of further development. Quantitative data will be provided where possible (eg ECOSIM platform and software costs).

These factors will be integrated into a coherent plan which should serve the needs of all project participants. The plan will be up-dated after the first year and on conclusion of the project. The results of exploitation activities will be presented with overall project reports.

Evaluation

Objectives:
To demonstrate the benefits obtained by development of the ECOSIM demonstrator.

An outline methodology for the evaluation of environmental sector demonstrators has been presented by the EC. Using this as a basis, a methodology and plan for the evaluation of the ECOSIM demonstrator was defined (Deliverable D10.01).

The evaluation processes defines how the validation activities will be conducted and what measurements will be made depending on the domains in which benefits are expected. The evaluation process will result in a validation plan prior to the validation activities and influence how WPs 06-08 will be conducted.

In this WP (Evaluation), the results of the validation will be drawn together to present an appraisal of the benefits of ECOSIM. The focus for the evaluation process will be the Evaluation Manager (ESS).

B.1.2 Update of the project programme

The only proposed modification is a linear extension of the project, stretching the activities scheduled from September 1997 to June 1998 until September or possibly December 1998.
