EARSS: Issue Assessment

A central concept in EARSS are issues, derived from Agenda 21 or alternative frameworks. Assessment of the issues' status and trend are performed with a rule-based expert system, that first perform the analysis for the individual countries in the current geographical scope of the system (eg., Asia-Pacific or the ESCAP member countries), and then aggregates these individual results into a regional summary.
