Environmental Impact Assessment Case study:
Delimara Thermal Power Station, Malta
Baseline runs
The frist step of the analysis is to establish a baseline,
the status quo before the planned generating capacity extension,
i.e., at the 305 MW capacity level.
The baseline is established for three years (2008, 2009, 2010) and several emission
scenarios:
- Delimara 305 MW base version only 150 m stack with 75 g/s NOx average emissions,
based on the DPS IPPC report and permit;
- Delimara 305 MW base version, but with the actual measured (dynamic) emissions for
one to three years, depending on data availability;
- Delimara 305 MW base version, together with other relevant
emissions such as the second power plant in Marsa, waste incinerator,
Free Harbor and several fuel depots and loading stations,
Malta International Airport, local traffic.
Baseline runs: NO2
For a more direct comparison, the main regulatory assessment model AERMOD is also run
in OLM (Ozone Limiting Method) mode for a more direct prediction of NO2 values.
For the OLM mode, a constant ozone background value of 75 µg/m3 based on the hourlt
air quality measurements from Zejtun (January 2008 to June 2009) was used;
The sensitivity of the OLM method against
the ozone boundary condition is also explored.
Baseline runs: NOx
The baseline runs for NOx (conservative) are directly compared against the hourly and annual NO2
air quality standards (tier 1 method, assuming NO2 = NOx)
